The below mentioned MOU’s were signed between the Free State Investment Promotion Agency (FIPA) and private and public organisations and institutions. With the incorporation of FIPA into the Free State Development Corporation, the implementation of these MOU’s will be carried forward to the FDC.

The Memorandum of Understanding (MoU) between FIPA and TIA aims to implement a Programme which will assist TIA in supporting the Free State province to develop its knowledge economy. The areas of collaboration within the programme include:
o Development of an Integrated Regional Innovation System Strategy for the Free State province;
o Capacity building for knowledge development and management;
o High-tech project funding;
o Profiling of the Free State province in the Science, Technology and Innovation Sector;
o Establishment of Free State TIA office in partnership with Free State Development Corporation (FDC); and
o Awareness creation and promotion of innovation culture in the province.
The Mou signed between FIPA, Cell C and DETEA is aimed at implementing a project to upgrade the Cell C broadband network from 2G to 4G in the Free State province. The benefits to be derived from the project include:
o The province having state of the art broadband infrastructure;
o Cell C base station sites in the Free State;
o Profiling of the province in the ICT Sector;
o Opportunities for SMME development;
o Creation of sustainable jobs; and
o Community development through Cell C CSI programmes.
The MoU aims to implement a project meant to provide each town in the Free State with its own inter-city fiber-optic telecommunication network. Benefits to be derived from the project for the province include:
o State of the art broadband infrastructure;
o Provision of government services through ICT; and
o Revenue generation by government through providing services on the network.
The Investment Promotion Agency has signed an MoU with the South African Post Office to partner in key focus areas which include: the establishment of an SMME Development Programme for entrepreneurs in the logistics sector; the development of capacity within the province in rolling out set-top-boxes according to the national Department of Communications’ Digital Migration Initiative; and to speed up the roll-out of the national address database system in the province.
SAPO is involved in the roll-out of the national address database where they aim to provide all South African households with postal addresses. In the Free State province the initiative will be integrated with the Set-Top-Box Manufacturing and Distribution Initiative to allow for speedier roll-out of the database. The intention is to train over 6000 entrepreneurs to become certified installers and distributors of set-top-boxes in the province. We also plan to use the data from the national address database in developing ICT applications for government services and postal services which will also mean market opportunities for Free State ICT SMMEs.
The collaborative partnership initiative needs to be strengthened in the next financial year. This will require additional financial resources to be allocated to ensure that partnership project facilitation efforts result in the fast-tracking of migration of investment projects from project development and packaging to successful investment commitment phase.
